I would consider it to be a user, perhaps 8 on the B&H scale.  There are
numerous microscopic scratches on the front element, but don't seem to
cause a great amount of flare.  It probably is not as sharp as it could
be, but you won't go wrong at 5000 yen.  Its shutter leafs are free of
oil, and moves very smoothly.  Seeing that there is hardly any wear on
the aparture ring, it probably wasn't used much since it was converted. 
Its helicoid is smooth without binding, but is probably a tad short of
grease.  I don't think it's worth overhauling it, due to the condition
of the front element, but if you want a 35mm lens for a very good price,
this is it.
