Moose Peterson のページ(http://www.moose395.net/)では、
以下のように書かれています。
To test the VR, I had to use improper handholding technique, raising my 
elbows from my sides and not holding the lens from underneath. This 
provides the perfect unstable platform and when doing this, camera shake 
is very visible. With the 80-400VR in the VR two symbol mode, you can see 
instantly the camera shake removed and the image being captured sharp. As 
soon as I go to proper handholding technique (which I practice every 
day!!) the benefit of VR is no longer visible. The bottom line is if you 
can't hold the camera still, the VR will for you. 
しっかりホールドできる人には無用なのでしょう。
